Are they? I live in London and every Friday and Saturday night central London is wild. I've lost count of all the people I've had to help get to their cars and cabs. All the people I've had to cover up because they lost their clothes. All the people that I had to call ambulances for due to alcohol poisoning, spiked drinks or stupid avoidable accidents. All the people I had to call the police on and all the people I had to kick out of clubs and parties because they take things too far. They're one of the reasons I didn't renew my SIA license.
Celebrities are the same, the difference is that they always have a camera that captures their wild moments, and millions of people who are ready to throw judgment at them, unlike the average person.
